There are settings which can get messed up in either NVRAM or SMC.
I would start off resetting them to see if that fixes things (try doing NVRAM first)

I would like to know what it means to be ‘blocking you’
If it’s not letting you put the brightness and volume up past a certain threshold then a Reinstall of MacOS will be required.
