40rv525u Toshiba Screen flickers but is on

My mother in law gave my wite and I a Toshiba (40rv525u) that a coworker gave her. It turned on and worked fine for them, but as soon as we beought it back it was apparent that the power cable got nibbled on and it wasn’t receiving power anymore (I test ran it for only five minutes before this happened)

Not chewed enough to sever it, like how a dog or cat would, just strip the protective coating and scrape up the wiring a little in a few places. We believe rats may have been the cause. I wrapped it up with some electrical tape and it started getting power! But now the screen flickers, and struggles to hold a picture. Sometimes it’ll display a picture, but no longer than a few minutes before it starts flickering again. Sound still comes through fine, though.

I have tried every remedy on the internet I could find besides opening up the back and replacing parts. I’ve read that insufficient power supply could be the cause, but that wouldn’t explain it making noise still? It’s a blacked out screen majority of the time so I can’t just go into any settings

I haven’t even had this TV for a full 24 hours, haven’t gotten to do anything with it, but it is from 2008. And I didn’t have the highest hopes for it, but for a free tv putting in a little bit of money to fix it wouldn’t be an issue.
