Screen gradually deteriorate but works again when turned off.

This is really strange. When I turn the screen on everything looks and works fine but after abaout 15 secs both vertical and horizontal lines start to appear and gets more intense. After about a minute the touch is not working and the image is really bad. But if I turn off the screen and turn it on again everything looks and works fine again. For about 15 secs and the procedure repeats.
