Stuck On Samsung Logo? Is this Caused by Battery?

Hi, I have a Device that had water damage and did Micro soldering repair but am having this issue where the logo bootloops if no battery is connected and if the battery is connected it doesn’t bootloop but is stuck on the logo. when disconnect charger when the battery is still connected it turns off. as seen in this video: https://www.dropbox.com/s/hnxjanog43fkru...

Is this caused by a bad battery or is the motherboard still bad?
