TV LED Blink Code 1: Should I Replace My P-Board? (TH-55AX670A)

Hey fellas

Recently, my Panasonic T.V stopped working and started displaying one red blink. According to page 13 of the manual, the blink code indicates something is wrong with the ‘BL_SOS‘ pin. This is located on the P-board, header P2, pin 14. (Look at page 53 for schematic diagram).

The issue I’m having is that I can’t seem to measure the voltage of the board. When connecting my multimeter to the power socket, I can sometimes read up to 16 volts. Sometimes, however, I’ll only read a few millivolts. When measuring the BL_SOS pin, I can only get a few millivolts to no voltage. My multimeter is brand-new and works fine when tested. I’m unsure as to why I’m getting such weird readings each time I test the board. (And yes, the TV is powered on from the wall and the side switch).

What is going on here exactly? I feel like I’m going around in circles, but every time I measure any of the pins on the board it gives me a different reading. Is there something I can do to fix the board, am I testing it wrong, or should I just purchase a new one?
