Update reinstallation file PS4

It is stuck in safe mode and is notifying me I need to update reinstallation file. I went to the PlayStation website and downloaded both files simultaneously and neither one worked. I also did name one folder PS4 and inside the PS4 file I had another file named UPDATE and inside this file was the download for the update. Please help, thank you!!
