7.51 update & Full reset. Still " Cannot start PS4"

Cannot start PS4… asks for update on USB. I did both updates and full initialization reset. Using different USB drives formatted correctly and also using the small update file and the large data wipe file from PlayStations recommendation… which seemed to work and downloaded and updated fine, the came the reset and it falls back into the same error loop. I did a full reset real all Don started downloading games the consul fell into sleep mode and when I woke up it was doing it again.

Now I'm locked in the safe mode where I can only highlight option 7 and only asked for the USB drive update again.
