I have tried this over a dozen times and still end up at the same screen “iPod is disabled. try again in 24909446 minutes”. I keep trying to connect to my computer but get stuck on the prompt “to allow access, please respond on your iPod touch” but my iPod will not respond. I have tried everything I can. Please help me so I don’t have to throw this thing away.

You have to set your iPod to DFU mode, THEN restore iCloud. I suggest you make regular backups after that to ensure no data loss occurs again. This should help on how to do it. If not, just google DFU (whatever iPod model you have) and you’ll get the answer.
