Briggs and Stratton over revving model 125k02-0389-e1. It’s over revving, can’t seem to find the problem. I have changed the carb out. Also the governor spring and air vane spring. I have moved the governor back and forth that does nothing. I can choke it up with the air vane spring.

What's the idle screw at (If it's anything like a car carburetor)?
Could also be compression, timing, or misaligned/disconnected throttle plate.
I'm more of a car person, so please tell me if these parts don't exist on the engine!
