11.88v from PS4 Power Supply

Howdy All,

I have a PS4 from a friend of mine that will not turn on.

I tested the power supply and found it to be putting out only 11.88v on the 2 power prongs. Should it be putting out exactly 12v or is 11.88v enough?

I should also note that the power supply is covered in what appears to be a white liquid that has dried up and smells of electronics. I’m thinking this is pointing to a bad capacitor, but am not sure.
