Is the burnt out capacitor replaceable?
listed as “ulr 16v 470”. 1 of 4 is completely burned/melted can this be replaced? and what is the technical name so I can find it to purchase.

Yes, you can replace it, checking pictures of working motherboard on Internet this Capacitor is the same as the next to it, the three at the right.
