Volume changes with sound setting but reverts to normal

When I change sound modes, from “movie” to “amplify", or from “normal” to “sports mode", when I select my sound selection the sound changes and gets louder for a second and then reverts back to the normal volume. I have my auto volume turned off and have tried numerous suggestions but I cant find a post addressing this exact issue.
