What makes touch ID not work?

I ordered a new screen for a 6S, and I unplugged the original home button and transferred it to a new screen. Touch ID does not work anymore, but normal home buttons functions do.

Do I need to just transfer the home button to regain touch ID functionality or do I need to transfer the home button cable (the one that goes behind the LCD) as well?

Either the home button was damaged.

Or the flex cable on the screen is damaged.

If the old LCD is still working. Put the original home button back on that screen, and test it on there.

If it's still the same, most likely damaged the button.

So I switched the home button over to the old screen, and it worked perfectly. Does that mean the new flex cable on the new screen is broken? Or does touch ID require the original flex cable as well? Also, usually when i set up the iphone with a non-original home button I'll get a notification saying that touch ID is non functional. I didn't get this notification when switching the home button over - I was able to try and set up touch ID, but it just wouldn't register any presses. What does this mean?
