water normal wont fill but rinse will

Model #11082891810 Kenmore washers, 3 solenoid water valve, top one defective (soap dispenser) can I bypass it and get the water to come in? tub fills on rinse cycle.

I have replaced water pressure switch, temp switch and timer. water valve is not available.
