power light is on but the screen is not responding

I thought the problem was the battery but I replaced the battery already, and the screen is still not responding, the main 3 button is on, while sometimes the screen goes white looking like walls or sands just like this

I don't know what the problem is... is it the LCD straps?

Somebody, Please tell me.......
