This is a generic android guide to mouse speed. It may not be the same on off brand tablets like RCA, but it may help you get to the right spot.
Press the "menu" button on your phone or tablet
Select the "Language & Keyboard" option towards the bottom of the screen.
Scroll down the Input screen to reach more options towards the bottom.
Select "Pointer speed" under the "Mouse/trackpad" heading.
Click on the blue knob.
