Someone left a mini Dell laptop 910 in a room I had to clean and upon powering on immediately it asks for password but of course I don't know it and now it says System disabled(02207) service tag(HBTVVF1) I don't know anything about computers but I would like to be able to use it as soon as possible please help!

By your description, it seems like there is a BIOS password on the computer, which you should be able to reset by disassembling it and taking out the CMOS battery(the little 3v coin cell on the motherboard).
