It wont shut down and it wont boot up its stuck on the loading screen "ONETOUCH FIERCE" thats as far as it goes

I have one of their flip phones with the exact same issue.
The issue began when I called a specific person. Ever since calling that specific person my phone will no longer shut off and the settings to control what buttons on the flip phone cause it to turn off have disappeared.

Mine was stuck "on" and would not turn off. I removed the battery...sprayed the battery contacts and phone contacts with electro-clean....let it dry...put the phone back together and...it worked fine. !!
One touch has been on my smartphone for months driving me crazy having to click on next then turn off handset and turn back on how do I get it off the handset
