Why is there a bootup problem

I have one [ipad4] that I updated on itunes ,It does the first progress bar fine but on the second progress install bar it starts but then the screen gives a short white flash and repeats it,s self over and over again . I did the itunes over again ,but the same thing, when I bought it they said they think something on logic board is in need of repair. what component could it be?
