Power issues battery issues

Will an iPod touch power on when plugged in if the battery is bad? I'm trying to determine if the battery is bad or the Lightning port?

Try pugging into usb port or any power supply, then press and hold the power button and home button at the same time for about 15 seconds, hopefully you will then see the apple on your screen. Let it charge after that.
