This could be due to a dead battery. Try replacing the battery, this should solve your problem!

Battery is made up by combination of small cells. Cells getting destroy with time we can't stop it because its made up chemical and chemical reaction gives energy.So if your battery is not charging means you need to change battery there is no other option.You can find out what is inside the battery.

connect the ipaq to the cradle, clean the mini contact with electronic cleaning spray first let it dry for a few seconds, , . connect your ipaq to your cradle gently but firmly, making shure that it is in fact connected properly, don t force it, you may damage the miniplug, if your charging light starts to blink 1. you know it is charging, 2 when the blinking stops it should be fully charged. 3 still mounted on the cradle power on the ipaq.. if it starts check that the battery is not being short circuited simply by pulling the ipaq from the cradle. if the procedure is successful it means that your portable miniplug or the cradle miniplug are just rusty . if the screen goes of after doing the last step, your battery is not charging and the mainboard or battery may be short circuited. even if it blinks while on the cradle , power is not being sent to the battery. ..
second scenario, the touch screen power regulator is damaged and must be replaced. normally these devices just have loss of brightness over time , but a drak screen means 2 things, short circuit from the battery /mainboard or button board, or the power module of the touch screen is dead. if you are a techie you can make shure that the battery is good , disassemble the back panel, there is a step by step tutorial on this web page on how to open the ipaq. and expose the battery, at that point look for my youtube channel ,thematrixman, on how to revive the battery without spending a dime i will post it shortly since I just recharged my 15 year old ipaq battery. now if after that procedure you still don't get it to work, then you may have to send it for repair. good luck
