Hi @davidnoon,
What is the model number of the water heater?
Have you checked that the thermostat is OK?
-Don't know the model but with some the upper element is turned on first and when the thermostat temp is reached it switches off the upper element and turns on the lower element.
-
-When the temp is reached it switches off and then switches back to the upper element until heating is required again etc.
+Don't know the model but with most the thermostat operates to changeover heating of the water between the upper and lower element
Basically a changeover switch between the lower and upper elements
-Here's an image from a ***''different brand''*** dual element water heater that shows how most are wired. (Please ignore the red lines and red & green arrows on the diagram as it was taken from another answer that I submitted a few years back and I couldn't find a "clean" copy anymore).
