Since you have replaced the ram, perhaps it may be the memory controller on the motherboard.
Try booting the computer with a free [https://www.memtest86.com/download.htm|standalone memory test program] loaded on a USB stick and check what happens. The program doesn’t need an OS to be loaded to be able to run.
If it is the controller then hopefully the motherboard will be covered under warranty as usually power outages are defined as beyond the control of the manufacturer and warranty claims may be denied.

If the computer was connected to a quality powerstrip that had surge protection built in some of these may carry a guarantee against damage to devices connected to it in the event of a power surge or outage. If this is the case with your setup check the powerstrip manufacturer’s guarantee. Just a thought.
