Green light will come on top screen flickers and turns off?

I try to turn the DS on but the green light will go on momentarily and then the top screen flickers white and quickly turns off again. I changed the fuses thinking it was a fuse problem but the same problem persists. Help is much appreciated. Could it be the screens? oh by the way the cable that connects the top to the bottom was also replaced to a new one since the old one had been broken.
