Determining whether or not a fuel filter is bad requires removing and examining the filter. Storing lawnmowers for long periods of time may degrade the fuel to the point of clogging the fuel filter and making the lawnmower inoperable.
Before using this guide, be sure to move the lawnmower to a well-ventilated area or wear an appropriately rated ventilator to avoid fuel vapor inhalation.

Orient yourself facing the front of the lawnmower. After opening the hood, the fuel filter will be located on the right side of the engine.

Identify the fuel line from your gas tank and trace it to your fuel filter.

The larger diameter side of the filter is supposed to go to the engine side - you have it backwards.
In-line fuel filters, in most cases, do have flow directions and it is always best to follow installation instructions for specific parts. The fuel filter in this tutorial is a Briggs and Stratton 75 micron filter that uses a mesh and may be installed in either direction.
