Isopropyl alcohol (also known as rubbing alcohol) will dissolve chewing gum; it breaks down the polymers that make it sticky and won't damage the phone. The only caveat here is that you'll want to buy some that is 90% or higher concentration; don't use the 70% stuff that's commonly available, as it has too many contaminants that will be bad for the phone.
