Is there a way to use itunes without having internet on pc?
I wanna connect my iphone to pc. and i don't have internet on pc these days. now i'm using on mobile.

imCDStar - The way you asked the question and some of your answers I think has some of us a little baffled on what you want.
iTunes on your PC can be used stand-alone all by its self. You then can add in a iPod or iPhone to it to allow you to sync music and other content to it that you already have on your PC that you copied from your music CD's.
Then if you have an internet connection you can access the iTunes store to buy content via iTunes, or access system/phone application or OS updates (which was one thing you'll looking for). As Mayer had pointed out there are other ways to gain music content from other sources via the internet as well.
The way you asked the question lead me to believe you were trying to gain access to the internet via your iPhone (it could be any cellphone) from your PC. This is called tethering using your cell as a cell modem to your PC via a USB connection (it could be via Bluetooth or WiFi as well). USB on the most part is the better way.
If you are accessing the iTunes store via your iPhone you can't really sync your music back into your PC's iTunes library directly (yes there are ways to cheat but not easy). You can backup your iPhone and all of its content to your PC but that is not the same as a reverse sync. iCloud services also allows you to backup your iPhone to Apples servers in case that is where you were heading.
So the question I have for you if your trying to gain access to the internet for your PC for content and/or iOS Apps or updates?
Did you talk to your cellphone provider about tethering your iPhone as a cell modem to connect to the internet with your PC (laptop)? Once they tell you if they support it they should be able to tell you how to turn it on within their software on the iPhone.
If they don't offer tethering you may want to see who offers this in your area and switch carriers. Or if a Cell Modem or Hot Spot (dedicated cell modem) for your PC/ laptop (or iTouch, iPhone or iPad via WiFi) data connections would be better.
For a dedicated Cell Modem: ClearWire is a good choice as they offer unlimited data over there WiMax network (they are building out a LTE network and some areas are live) ClearWire.com Check their web site to see if you can access their network and costs were you live. I have one of the earlier 3G/WiMax combo Hot Spot devices and was quite pleased when I'm on the road with it. In any case there are others that offer this type of service in case Clear won't work for you.
The very last way is to Jailbreak your iPhone and forcefully turn on tethering. One caution here your provider could cancel your service if they find out.

Talk to your cell provider about tethering your cell as a modem for your PC via USB, some allow it. Otherwise your options are limited. Last thing, be careful here as the cellphone charges can add up quickly!
iTunes is really two parts the PC side and the store side. You can use iTunes on your PC to retrieve your music from your CD's making digital copies on your PC. Using iTunes you can sync to your phone your music. Using the internet to access the iTunes store allows you to buy new content.

What are you trying to do? You can upload music from your iPhone to iTunes via a couple of third party programs. You can sync your iPhone and add music from your computer to your iPhone. Let us know what you want to do and we can help you further.

@mayer I want to do everything. from sync to update custom firmware. the problem is when i connect my iphone to my computer. itunes automaticly appear as usual. but i don't have net connection on my computer. so first itunes checks for software update. for which internet is must. as i don't have. so itunes didn't detect iphone. so how can i copy my music from computer to itunes?

@imDCStar, just turn the check for new software option off. Untick it in the Edit>preferences>General Preferences.
You asked "how can i copy my music from computer to itunes?", is this music already on your computer or on you iPhone? Are you using a PC or a Mac?
@mayer i've pc. and simply i just wanna itunes which is installed in my pc to detect my iphone. but i don't have internet on my pc.
If your just trying to connect your iPhone to your PC you'll need a Dock to USB cable connection unless you have Bluetooth or WiFi enable on your PC so you can connect you iPhone wirelessly to your PC. I would start off with the cable option first then try the other ways once you got it to connect the first time.

iTunes does not require an internet connection unless you want to access iTunes store.

It actually won't for me because I am just trying again & have been trying many options. & what is even more annoying I have to turn the computer compllty off to stop it blocking up every thing else from working. It says it wants to go to store I do not want store any way I just want to look what is stored on an old iPad today. But I can not even get tunes to close
Same problem here. I would like to load music from my cds onto my Iphone. The problem is I have no internet connection on my pc. How can I get a newer version of Itunes onto my PC and will it connect to the Iphone? I have the cables but Itunes will not recognize the iphone when connected.

How did you post this question? So you have at least access to the internet via some device PC or phone. Then you can access Apples web site and download the version of iTunes you require then copy it over to your home PC. Here's the link for getting it iTunes for PC or Mac.
truckingguy, "I have the cables but Itunes will not recognize the iphone when connected." sounds like you are having other issues as well. I'd try to fix that issue first, since a new version of iTunes may not be your immediate resolution.
OT - I've seen issues with Windows upgrades kicking out the older iTunes USB driver DLL's. Which is why I aimed him to get a fresh copy of iTunes without addressing the cable side of the issue. You are right he still could have a USB port issue depending on how he connected things up (direct or via a hub)
You guys are going on and on about stuff he didn't ask, the question was and still is: If there is no Internet connection on the PC, and you do not have a means of connecting it to the Internet, is there a way that you can transfer the FREE ITUNES APPLICATION, that if you had Internet on your computer could quite simply download for free, from your IPhone to the PC. You know, because Apple has got this idiotic idea that everyone has access to the Internet with their PC and can download the application they require to even access any of their already purchased files on the PC from the iPhone.

Gee, you should learn to read "So the question I have for you if your trying to gain access to the internet for your PC for content and/or iOS Apps or updates?" I had asked that exact question! As I too was not sure what he was looking for given the cryptic nature of the question to start with. But I also answered it by explaining how to connect to the internet via his iPhone.
So I think your question is: I need iTunes and I don't have an internet connection how do I get it. Somehow you'll need to gain access to the internet so you can download the installer app. Then save it on a CD or thumb drive to take home to your non-connected system is so you can install it.

Why can't I use a ring tone on my iPhone without downloading it to a pc? I do not have a pc, and it won't let me use my iPhone id and password.
I don’t have a pc anymore. (Or what I do have is running Vista, nuff said). So I can’t make a ringtone from music I have legitimately purchased and use it without having ITunes on PC? If true, that’s insane!

Maybe you can try the FonePaw iOS Transfer or some other software, according to my knowledge, they don't need the Internet. You can transfer files between computer and iPhone/iPad without the Internet.
