iPad Pro M2 vs M1 Digitizer Differences, Pencil Hover Restrictions?

Are there any technical/hardware differences between the iPad Pro 12.9" M1 vs M2 processor versions? Apple restricts the pencil 2 hover feature to the M1 model, and I have a suspicion this is a software restriction and there is no hardware/technical differences between the digitizers. Disappointed win apple if so.
