There was a black line going through the screen and then the screen was being cleaned and when it got turned back on the whole screen had turned grey and no picture is visible any way it can be fixed without it being thrown out :/

Too much pressure must have been applied at some time when cleaning the screen (or somehow it was hit with something) and it has cracked. - see image below
The screen cannot be repaired, it has to be replaced.
The difficulty with this is in finding a replacement screen.
Disconnect the power to the TV and remove the back cover and try to locate the make and model number of the screen on the back of the screen and use that information to try and find one. If you do find one, don't be surprised that it costs nearly half as much as a new TV.
An option to consider is to advertise the TV as Toshiba (insert model number), cracked screen, good for parts to try and recoup some of the cost towards a new TV. Working TV boards are always in demand.
