Re-downloading the CyberLink SW?

I recently got one of these where the hard drive+Optane drive were erased by the recycler selling the unit, and the unit was shipped w/o an OS. I chose to completely forget about Optane and put a real 256GB SSD in, and retaine the 1TB HD for storage, but I also never received the CyberLink SW the unit came with being a factory ODD system.

Is it possible to download this on its own (or buy the DVD from Dell, like you could do in the old days), or is this SW just gone for good? I tried to eMail Dell to get an official answer, but due to a stuck ownership transfer in limbo which was officially completed it is still "pending" I can't, even now despite having the eMail that shows it is mine. I even checked Dell Digital Delivery, and it didn't show up. I ran into this on my secondhand $40 i7-3770 XPS 8500 as well (before someone tries to hang me to a cross, they wanted the data secured and knew what it had) which this will phase out, so I'm beginning to think the COMPUTER is transferred, but I LOSE the CyberLink SW and it ties to the original owner, not the PC.

The reason I let the loss on the 8500 go is the age of it; it was already very, very tired by that time being a Spectre victim w/o high speed patching, so I didn't care enough at that time. It was also pre DCH as well, so if it was gone that was it. With this unit, it is also older but the CPU is still proving to be solid; i5-8400 and it's from the 10 DCH era being 8th gen. Sadly I couldn't replicate the $40 3770 deal, but I still made out very well due to the spec (i5-8500/8GB/Optane 16GB/1TB WD Blue) being "meh/10, solid processor" even with the SSD upgrade at $33 for a replacement drive I bolted on.

@nick I try searching old versions as a first step, but a very good place to look is at archive org. As a starting point Id give this link a go, it may be exactly what you need. Or this one is probably it? It is sometimes difficult to find exactly what you are looking for there, but I'm pretty sure persistence and varied search strategies, will garner your needed disk image.
