I’m working on 2019 16” MBP with the SMD came off, anyone knows what type this SMD and how much the farad and the voltage? It’s near the right heatpipe and below the display flex cable.

You’ll need to wrangle a set of schematics and board views to identify the now missing parts. Sadly I haven’t seen them offered yet bouncing off the end of someones desk at Apple as these typically don’t get out of Apples control.

Is it possible to use LCR tester like this MS8911 - Smart SMD Tester (R/L/C) Take it from another attached component.

Meters or Testers only work if you have the component and its not damaged. Here the small SMD device is long gone to the floor as they tend to fly off never to be seen again! And you may have lost the contact surfaces.
You also are assuming you can identify the same value SMD device on the logic board to take off to be measured.
I've found LCR testers are more useful validating a part vs discovering what is missing or damaged which is the case here.
