Why my Right Joy-Con won't connect as a single controller?

when i disconnect the 2 joy con from the nintendo switch, the left joy con can connect as a single controller(1st player) to the switch while my right joy con only wants to connect as a 1/2 part of the controller(2nd player). I have reset all the connected controller and it doesn’t solve the issue
