Apple logo flashing on and off after Water Exposure
I tried restoring the phone and updating, and it says it is unable to do it.

This has happened to me I would just say if it was exposed to water just leave it to have the water dry up or in the speaker hole maybe use a hair dryer on medium setting os not too hot or cold. This worked for me after leaving it for 1 month to have the water dry
