How to repair hole in Organic Cotton Quilt Snap-T® Pullover

There is a small tear in the arm of my pullover. Is a should I patch with cotton in the shape of the quilted panel or just over the affected area? Also what are the best practice for repairing the quilted fabric while keeping the softness of the cotton?
