Why is my Whirlpool washer model # WTW5300VW2 barely agitating?

My whirlpool washer will fill up with water to correct level but once the wash cycle begins in barley agitates. I have replaced the agitator dogs and drive block. Once it starts the spin cycle it spins out just fine..
