iPhone 7 won't reliably connect to telco network
Phone connects sometimes but then loses connection. Sometimes a power down fixes it but at other times it doesn’t. Telstra Auatralia has “Telstra Wi-Fi Call” that saves the day but only when I can connect to a Wi-Fi network. Intermittent issues are a PAIN.
Fortunately my iphone 5s works still so I can swap the SIM and make a call if I need to.
I have done all the basic settings fixes.
Help would be most appreciated.

No it hasn't.

Most of the time it's a few loose solder balls under the baseband chip which controls the 3G / 4G network functions when that develops a loose connection to the board the signal keeps resetting resulting in drop outs like the phone has no reception.
Don't think it's worth fixing IMO the repair is $180 but in the long run it's better to just get another phone that isn't the iPhone 7 / 7 Plus and is newer as that model is rampant with Audio / Baseband chip related problems.
Backup ASAP as once these chips become more loose they will cause the phone to get stuck on the apple logo.

It is strange that these models have been so poorly designed/ manufactured.
