Device is not charging still.

Kevin Cowell  “does not charge or hold power” are two separate things. “holding power” is part of the battery. If your phone does not charge your battery, it will not hold anything. So , since you have a new battery the failure would (should) be somewhere else. I would start with a new charging cable first. If you can, connect a USB ammeter in between the charging cable and the phone and see if your phone even draws power. If not it could be related to a bad Micro USB port (replacement requires adhesive/soldering) or part of the charging circuit. These guides Motorola Droid Turbo 2 Repair will get you into your phone.
