Update to my first comment: some Cambios don't have a reset button on the back; that's apparently a feature only on the oldest ones. I had to replace the battery at one point, and they just shipped me a "new" one. Try the usual Vulcan Nerve Pinch used with a phone; it seems to work for reset: hold volume-down button while also pressing and holding the power button. That eventually produces a hard shutdown, after which you can start up cold again.

Cambio is fragile in the face of Windows updates. Try the obvious first: reset it. Small round button on the back that you will probably need an object like a pen or pencil to push (it’s intended to be difficult). I’ve had to do that several times after Windows “feature” updates. Usually gets it working again, or at least allows the update to complete. Also, If you try to start several times and it doesn’t work (feature update), Windows will often fall back into the recovery environment, at which point you can roll back to the previous release that worked or do a reinstall. Make sure you have a Micro SD card installed with at least 10-15GB of space when doing a feature update; it’s very likely that there isn’t enough space in the main storage to do a Windows install if you have much other stuff in the computer.

That said, my Cambio has taken all of the feature updates to Windows 10 through 1809, though not without at least one “fresh start” after a few weeks.

Update (04/04/2019)

As for turning it off, you can force it off by holding down the power button for about 10-15 sec.

You mentioned that there are drivers on the RCA web site. I can't find them there. Do you have any tips to find them?

If you can get your hands on a copy of Windows 10 LTSC 32 bit and the RCA cambio drivers (they can be hard to find, but I found the drivers on someone’s Google Drive), I’d strongly recommend replacing the pre-packed bug-filled Windows 10 Home with it. You won’t get Microsoft’s bloatware and you won’t have access to the Microsoft store immediately (this can be fixed after installing, just google “how to add Microsoft Store to LTSC”). The final install of LTSC is about 4GB smaller than Windows 10 Home (which is a pretty big deal when you only have 32 GB to play with) and the advantage to LTSC is that you NEVER have to suffer from broken Windows Updates again. You only get security updates and patches, and you’re supported for 10 years (for the current version 1809, support ends in 2029), so you can sit back comfortably while your news feed fills up with articles about frustrated Home/Pro users who got their devices effectively bricked by yet another failed feature update, since LTSC doesn’t get any new feature updates and new versions are released every 3 years and even then, it’s voluntary to upgrade. I tried to run Linux on this tablet, but unfortunately it wouldn’t work. LTSC is honestly your best option

My understanding is that LTSC is only available for Enterprise customers. Is there another source? FWIW my Cambio is running OK with 1909 Home at the moment.

Also FWIW, RCA now offers the drivers at their website. Note thought that for the Cambio they're pretty old (it originally came with 1511), and you need to know which BIOS version it has to choose the right drivers.

To run Linux, you need to make a change in the BIOS. May still not work for generic Linux; based on RCA's products website it looks like the Cambio is also available with Android, which is probably what the Linux setting is for. And I haven't found a way to get it to actually boot from a USB stick.
