Can I upgrade my late 2013 iMac to Samsung 970 PRO SSD M.2?
I already have a 3TB Fusion drive. But I want to upgrade to a M.2 SSD. Is this possible?

No. The Samsung 970 PRO SSD is a PCIe SSD; your iMac doesn’t have that interface.
You can get a SATA SSD such as the Samsung 860 EVO, plus a 2.5”-to-3.5” drive adapter to allow it to properly fit in the space currently occupied by your Fusion drive.

Thank you. I needed to be sure before i did anything.
I knew that I could get SATA SSD, but PCIe SSD is a lot faster.
Sorry Steve but i think you are wrong. Check out this teardown iMac Intel 27" EMC 2639 Teardown and you will see that the 27 Inch late 2013 features support for PCIe-based flash storage.

Not that simple! First you'll need to break the Fusion Drive set How to split up a Fusion Drive first!
As for upgrading your current Blade SSD, yes you can do that but I wouldn’t recommend setting up a Fusion Drive set again as a larger SSD is better running in a dual drive config straight up. Review this great guide on the different custom Apple SSD’s The Ultimate Guide to Apple’s Proprietary SSDs
I would recommend getting a 500 GB or 1 TB blade SSD set it up as your boot drive with your applications and use your current HDD as your data drive holding your stuff.
Switching out the HDD for a SSD while doable won’t give you the best performance.

The 27” iMac Late 2013 can use PCIe drive. *This model has a SATA III (6 Gb/s) connector for a 3.5" hard drive
- as well as a proprietary PCIe connector for an SSD. If the SSD is not installed at the time of purchase, the connector still is present and later professional or self-installation is possible.
So yes. It can be done.

I have iMac late 2013, 27 inch, with only 1 TB HDD.
My question: Does it have a PCIe connector to install an additional NVMe flash drive?
I read on the internet that the model bought with HDD only does not have PCIe connector to install Flash drive, it only a track of solder for socket, but the socket itself is removed.
But I'm not sure if this also applies to iMac 2013, 27 inch. I understand from your comment that all iMac 2013, 27 inch have the PCIe flash connector (socket), whether bought with HDD only or with Fusion or SSD drive, is this correct?
