I have already tried changing the RAM, and reseating the GPU. Everything lights up, fans, keyboard, mouse, ethernet. However I cannot get anything but a grey display and 5 beeps indicating the battery is low, I changed it 3 times all 3 times with brand new batteries and it has not worked once. Any help is appreciated, thanks.

5 beeps typically means there is a problem with the CMOS battery itself.
Remove the battery (not the CMOS) and the AC Adapter and press and hold the power button for 25-30 seconds, then after that plug the computer back in and try to power it up. This might work, but if not try a different CMOS battery instead. If all that does not work this problem is out of my hands.

Which battery? This is a desktop not a laptop, is there another battery I've never seen before? Lol. Also I've tried like 3 different brand new batteries. It worked once and then it never has worked since.
@zacharyflint Whoops, my bad! Don’t take out the battery! Just take out the AC adapter and press and hold the power button for 25-30 seconds. I was reading a similar guide for a laptop and I must’ve been thinking about that when I wrote that, haha.

Tried doing both things. I can't boot into anything just have a grey screen. No Dell logo, no bios, no windows logo. Just a grey screen. It does output video. Just a grey screen and I can't hear any bootup sounds either.

Try clearing the CMOS settings in case the settings became corrupted when you changed the battery.
Apologies if you’ve already tried this - you didn’t say.

I will try clearing the settings again... Could this also be a sign of a dead board? I didn't think it was because it still powers everything.

It could be a board problem.
The error beep code indicates a CMOS battery problem or motherboard problem.
As you've eliminated the battery as the problem ......

It appears that it is not getting past POST, as you cannot even get into the BIOS menu area, so perhaps the BIOS info is either lost or corrupted or there is a motherboard problem.
The dull grey screen may be just the monitor backlight being turned on. Do you get a "no signal" message on the screen?
Did you also try restoring the CMOS data using the RTCRST jumper on the motherboard?
Yes, I do get a video signal because the no video goes away. And I have also tried resetting it with the jumper.

Does the beep code change if you try to start it without a video card installed?
Did you try another video card at all?
You could always get a POST card and see if it gives any further info as to what is happen or not happening when the PC fails to pass POST.
They're available online. Search for a "diagnostic POST card" relevant to the connectors available on your motherboard i.e. PCI PCIe Dell etc
You may have put the battery up side down? With the power off and AC cord unplugged, look around the battery area. You may have knocked a wire off its’ connector (maybe unseated a plug: re-seat any in the area.) You may need to boot into your BIOS setup and select hard drive, etc., but don’t forget to save before exiting.

The battery is in correctly I have checked, and I only get a grey screen and 5 beeps no bios screen or anything.
Make sure your mouse and keyboard are plugged in all the way (power down and unplug, then plug in again). If you have any other equipment plugged in then unplug them Just plug in key and mouse. If this does not help, try using only the keyboard. Check the pins on the mouse and keyboard connectors, sometimes they bend. Double check battery pins on Computer (may have bent).

Just a thought, do you have the correct battery model? It doesn't matter who made the battery, but it MUST be the correct model in a number of systems. Also, I hope you had the system power cord unplugged when you changed the battery. Once the battery is removed, the BIOS automatically resets to the default values. Any customized settings that may have been needed to properly boot the system were lost. I'm guessing you didn't record the settings before the battery was removed? You will now have to enter the BIOS & run thru each & every setting & correct them as needed.

As I will repeat this again. I do not get any options to go into bios. A grey screen, no sound feedback like windows startup, nothing. Grey screen and the 5 beeps for the battery. And yes it is the correct model battery. And yes the computer was unugged while changing the battery.
Ok. I know this is a big request but, do you have all the original parts that you replaced? If so, try restoring the system back to original and see what happens. That is about the only thing left I can think of.
When I received the system. It had a GPU and motherboard and 1gb of ram. Someone must've parted it out or something. There really isn't much that I could replace back into it.

If you have tried everything then it could be a bad motherboard. Check the motherboard capacitors and make sure they are not swollen up.
The top of the capacitors should be flat.

The model number is 4JL5NM1. However, upgrades have been made on the system. I have a 500 watt bronze PSU, Nvidia GTX 580 GPU, Intel core i5 760 CPU, 8gb of Viper RAM ddr3, and some random Hitachi HDD.

Can you try a different graphics card?
Going by your description (you gave the serial number), it's a Dell Vostro 430 (modified by you),so there is no onboard graphics. Is this correct?
Another question, has it ever worked OK?

The system has been modified by me. There is no onboard graphics I can swap another GPU in to see if this is the issue. The system worked flawlessley up until it needed a cmos battery change. When it got changed it never stopped giving me the 5 beeps for the battery error.

5 beeps means there is a fault with the CMOS battery.
Have you checked that the battery is inserted the correct way into the clip?
Is the battery clip damaged?
Can you read the battery voltage with a multimeter connected to the clip?
Is the motherboard damaged near the battery holder?
