Tail-light's stay on when car is off & no brake lights?

I have a 2001 Toyota Corolla, the car has been great to me ever since I purchased it until this one weird issue popped up over the weekend.

I came home Saturday night and noticed my rear tail-lights (I would call them parking lights?) on the rear were on, the car had been parked for hours.

I then found out that when I depress the brake pedal, the brake lights don't come on.

I will add that last week, I'm pretty sure I smelt a "hot" electrical smell, I could of been mistaken.

Any idea's?
