verizon phone shows full bars but won't call, txt, or access internet

Prior to the gripe, the internet was working fine. After doing a normal restart the network strength varied and the LTE logo went on an off. Tried calling, texting, and accessing the internet but none of them working. Texting and internet worked under wifi. Verizon is the carrier. Tried re-seating the sim card, no luck. Logicboard was replaced around 1 month ago with component from ifixit.
