So when I shut down my computer, and it's off, turning the button on the front of the tower doesn't turn it back on. I have to turn off/on the power strip, then power button will work. New power strip didn't solve issue

Try replacing your PRAM battery. You're doing a PMU reset by unplugging it: http://docs.info.apple.com/article.html?...
It's the lavender and black battery located under the AGP video card as shown in this guide: Power Mac G4 MDD AirPort Card Replacement

Did not work added new battery still have unplug and plug back in to get power button to work.
