My phone is stuck on start up logo and will not enter the Debug Screen
I was downloading the new Animal Crossing game and my phone froze and shut off. Now it is stuck on the Alcatel One Touch logo that first appears when I start the phone and it will not go past that screen. I have tried all kinds of different methods to get it working and nothing has worked. The only thing I haven't tried was factory restoring my phone. I have tried everything to open up the debug menu that will allow me to even do that, but nothing works. It still just puts me on the Alcatel One Touch screen and stays there.

I just discovered that if I have the charger plugged in and I hold the power and volume down button, the phone will go to a black screen until I let go of the volume down. I can let go of the power, but not volume down.

Go to the Recovery Mode, Backup your user data onto an SD card then do a factory reset.
What most probably caused the issue you're having is from an erroneous OS update.
