Won't turn on at all

Initially, dryer wouldn't heat so I diagnosed it and found a faulty thermal cut off( accompanied by some burnt lint next to it). With the case open so I could see the heating element, I started everything up and it worked great. I cleaned up a bit and put the case back together, and now it won't even light up. Ran through all the diagnostics, no faulty cabling, getting my 120v at the terminal, continuity from the block to the control board is good. All connections look good, disconnected and reconnected ribbon cables, looked at the panel control board and it looks good too. No smoke stains, no shorting to the case, no detectable power losses from the moisture sensor or thermistor sensors. I'm baffled. Any ideas?

@nmaley12 , Nathan help ifixit volunteers help you, is it electric or gas, full model # will help, did you try another outlet or check breakers,fuses to the outlet in use. From the options arrow beside your question you can add more info. or in comments below.

Electric, kenmore elite He3. It's not the outlet since I'm measuring the correct voltage from the socket as I said.

Most dryers use a 220 volt outlet. It should be three pronged. 110 on two legs and the ground.
