How to turn off double click feature?

My tablet has suddenly started to use a double click feature that I don't know how to fix. First, a green box appears around what I want to open, then I must double click. It has also stopped scrolling so I am having trouble getting to the settings to fix it. Any suggestions would be greatly appreciated. Thanks!
