The CPU can only access the memory at the speed it was designed to use. The memory can only be accessed as quickly as it was designed. If you use faster memory then the CPU supports, the speed is limited by the CPU. You gain nothing by putting in faster memory then can be supported by the systems logic. If you review your systems hardware profile under memory you'll see the modules running speed is Speed: 1600 MHz no matter what module you put in.

In Geekbench 4 (under the Mac benchmark chart) I've seen a MacBook Pro i7 (2,5) late 2011 with 16 GB RAM at 2133 MHz listed.

Not telling which brand he using but it seems to work!

I own that exact computer, and I upgraded to 16gb and it MUST be 1600 MHz tops. It CAN run at lower frequencies but it'll be much slower than you would like.

The clocking is done from the system not within the RAM module.

You can't run lower spec'ed RAM (slower than what is expected). You CAN use RAM that runs faster (within reason) without any issues. The RAM still will run at what the systems RAM bus is clocked at (1600 MHz). You won't gain anything in doing so, only cost you a few more pennies needlessly. ;-}
