1. Turn off or restart your device. If you can’t turn it off, press and hold the Sleep/Wake and Home buttons at the same time and wait a few seconds for it to turn off.

Plug the device’s USB cable into your computer only.

Hold down the device’s Home button as you connect the USB cable to it.

When you see the Connect to iTunes screen, release the Home button. If you don’t see this screen, try steps 1 through 3 one more time.

2. Use RecoveryTool Fix Recovery to solve this problem easily.

The most likely problem here is a poor connection between the battery and the logic board, or bad new battery. The behavior you're describing is how an iPad 3 responds when it is not well seated on the battery.

iFixit Staff Edit: For more details on how to diagnose boot issues with an iPad check out our iPad Stuck on Apple Logo troubleshooting page. It contains more information on why this sort of behavior occurs and further steps to fix this issue!

It seems like your iPad is stuck in a boot loop. This is due to corrupted files on the actual device, and not so much to do with the power. Try to pull your data off of the device using iTunes, then do a full restore of the device. This will take a while, because it will be downloading the software from Apple's servers and installing it on your iPad. You may want to set this as an overnight task. Hope this helps.

Time for a trip to the Genius Bar! If iTunes is not recognizing the device, then you're going to need some higher level help. Make an appointment and take it to the Genius Bar for diagnostics. Meanwhile, you can reinstall the various connectors that you may have to had removed in order to do maintenance, to see if an improper connection could have led to the failure of the built in start up test. (Most Apple devices will run a hardware test before booting the operating system, and if it fails this test, then iOS will not boot.) Hope this helps!

What? This is even worse than the zif connector advice! The Genius Bar has no ability to help with hardware defects!

The genius bar can replace or repair your device with the proper permissions from the device's owner.

The out of warranty replacement cost for an iPad 3 at Apple is $299--assuming that they would even take it since it has aftermarket parts in it now.

The price of an excellent condition iPad 3 on eBay is about $174.

A trip to the Genius bar for this problem is a total waste of time.

Brought my iPad 3rd Gen (Model No.1416, 32GB) to the Apple Store in Manila to see if they could fix the problem, described as follows: 1. Unit went to sleep and won't wake up anymore. 2. With charger attached and plugged in, battery charge icon blinks for a few seconds then goes out. 3. Apple logo finally managed to appear after several charging tries, but that was it. 4. Screen now alternates between Apple logo and battery charge icon (with the red indicator bar staying at the lowermost position), then goes black. 5. My Macbook Pro doesn't read the iPad when attached.

After keeping the unit plugged for 30 mins and confirming the problem, the store recommended getting a new unit without doing any diagnostics. Simple answer to me: "Repair not recommended. Get a new one." Sucks.

Will battery replacement fix the problem?

My iPad stuck on the Apple logo screen, and reboot is useless. At the beginning, I follow the support from Apple. https://support.apple.com/en-us/HT201412

But I think it don't work well. So I google some recovery tools, and find the FonePaw iPhone Data Recovery is OK. It can solve the stuck by one key, and quickly to recover. It also can recover data from iPad
