Backlight Out After Digitizer Replacement

After replacing the digitizer on my iPad Mini 2 the backlight on the LCD no longer turns on. After reading a few different sources I originally thought it was a blown fuse since that seems to be a common issue. I went off the image in this thread and tested each of the components with a multimeter, but everything checked out ok as far as I can tell.

I also ordered a new LCD and tested that, but the backlight doesn't turn on with it either, so likely the actual backlight is good. Multiple hard resets have gone nowhere as well. One strange thing I did notice is that once or twice the backlight DID turn on for a few seconds, but would turn off and not come back on again. At this point I am at a loss as to what else it could be.
