Why is my wifi reception so poor?

I was given an iPhone 4 gsm to fix for one of my siblings. The phone's power button no longer worked, so I purchased a new flex cable, and using one of the guides here on ifixit made the repair.

While reinstalling the wifi antenna, I managed to pull the all important silver piece off the tip, so I ordered a replacement and installed it without incident.

However, while the flex cable appears to be working just fine, the phone has very poor wifi reception. Since this is a commonly encountered issue, I've tried all the common fixes.

I've ensured the silver piece is on the new wifi shield. I've tried several different replacement wifi shields. I've tried cleaning all the points of contact that I know about to remove skin oils, then worn gloves while doing all future work. I've tightened the long screw which grounds the shield against the case body.

In each case, nothing seems to help. My wifi reception is exactly the same as if I did not have the wifi shield installed.

I have tried attaching conductive objects to the motherboard contact point for the efi shield (since preumably the wifi chip must attach to that point, I should be able to use anything as an antenna) but nothing seems to cause a change in signal strength.

Can anyone recommend any other repair options to try?
